    "content": "Mr. Speaker, Sir, I rise pursuant to Standing Order No.53(1) to seek a statement from the Standing Committee on Education regarding the delayed capitation to Technical and Vocational Education Training institutions in Kenya (TVET). In the Statement, the Committee should – (1) Outline reasons for the recurring delay in disbursement of capitation funds to TVET institutions across the country. (2) State any measures put in place in the Ministry of Education to resolve the issue and to ensure timely disbursement of funds in future. (3) Explain the accountability mechanisms in place as well as any other strategies implemented by the national Government, to guarantee proper utilization of capitation funds disbursed to the TVET institutions.
