    "content": "Madam Temporary Speaker, thank you for the opportunity. I will speak to the issue of pending bills. As my colleagues before me have said and since I got to this House, this is about the eighth time we are having this issue of pending bills being debated before this House. When companies such as the Kenya Airways (KQ) apply for bailouts, we see the Government paying off Kshs55 billion, Kshs7 billion or Kshs37 billion almost immediately. However, we give a deaf ear to our Small and Medium Enterprises (SMEs) who are actually the backbone and have the potential to significantly affect our economy. We are saying that we want to grow the economy through a bottom-up approach.
