    "content": "Having stated that the Budget was good, there are still challenges. The Deputy Prime Minister and Minister for Finance will have to work very hard to ensure that all the proposals he has made are implemented. One way of doing this is to ensure that there is capacity at the grassroot level. At the moment, we do not have adequate capacity to ensure that the implementation of the Budget proposals are effective and that the money sent to the grassroot level is utilised properly."
