"content": "Mr. Temporary Deputy Speaker, Sir, I know that the Constituencies Development Fund (CDF) has been a celebrated case example. It has been a model. Members of Parliament from the region and beyond have come to see exactly what we do and then go back to their countries happy to implement it. This Budget is also another milestone in terms of coming up with a model of development that focuses on the constituency as a business unit of accounting. It is only those countries which have defined their own path of development that have made a breakthrough in development. If you look at the newly industrialized countries, you will find that they declined the advice of the World Bank and the International Monetary Fund (IMF). These countries charted out their own course. So, this is a classic example of how we can chart our own course. I would like to say that the Deputy Prime Minister and Minister for Finance was thinking outside the box. That is what we should do. I am not surprised that Kenya is, once again, full of hope because of the Budget that the Deputy Prime Minister and Minister for Finance presented."
