    "content": " Thank you, Hon. Speaker. The Higher Education Loans Board has loans, scholarships and bursaries. The issue of bursaries has not been addressed. I would like to know whether it is still there or not. Nobody has talked about it. Going forward, I suggest that we will have to change our Standing Order. The issue of Members of Parliament responding to us should not arise."
