    "content": " Thank you, Hon. Temporary Speaker. The framers of the Constitution of Kenya 2010 had no intention, whatsoever, to devolve corruption and the lack of service delivery. At the outset, their intention was very pure. What we have done with the gift of devolution is to abuse it. As I support the allocation to the counties, these monies should translate to service delivery and spur economic growth at the county level. The county allocation pacts have been provided for in the Bill. It is the duty of this Government and other successive governments to ensure that we spur growth in manufacturing and value addition at the county level.
