    "content": "Mr. Temporary Deputy Speaker, Sir, he went beyond the traditional Budgets that we are used to, where money is put in the Ministry, but no direction is given as to what specific projects will benefit from it. That is what Ministers have been using over the years to influence Members of Parliament, extend their powers by giving favours to whoever they wanted and refuse to give favours to others who did not toe their lines. That is why Ministers have been extremely powerful in this country. So, Members of Parliament have to sit in their desks, from morning to evening, “borrowing” water projects, like I have been doing in Mrs. Ngilu’s office for the last one year and getting nothing."
