    "content": "I recall that last year we were given a lot of money under the emergency sector for water. To date, we have not utilized some of those funds. We are talking of emergency provisions, yet we do not have exemptions for tendering. Once you follow that bureaucratic system of tendering, and yet people are lacking water, I think we are defeating the purpose of provision of water."
