    "content": "That being the case, Standing Order 106 as read with Standing Order 19A clearly refers to relevance. Secondly, the issue of the Minority and the Majority is clearly spelled out under the Standing Orders. Will I be right to say that we are debating something that ought to have been discussed outside this House? Thirdly, Hon. Naomi Waqo clearly said she was not given an opportunity. We are debating what she said; the issue of a broad-based government is a rumour in this House. It can only be attributed to outsiders. As parliamentarians, the structure remains the Majority and the Minority."
