    "content": "Mr. Temporary Deputy Speaker, Sir, a lot of concern was raised on the issue of livestock development in the country. I want to assure hon. Members that we understand the seriousness and threat of the current drought. We also understand and appreciate that we should focus our efforts in that sector. As hon. Members would have noted, a considerable amount of money has been allocated to the Ministry of Water and Irrigation. It is our understanding that a good chunk of that money will be used to drill boreholes and purchase water pumps in the affected areas in order to mitigate against the effects of the drought. Under the Civil Contingency Fund, we also have a further Kshs2 billion which has been set aside for emergencies. These funds will be made available if additional resources will be required."
