    "content": "Mr. Deputy Speaker, Sir, I made reference to writing to the Minister for Finance, being well aware that the Budget was read. However, the way the Government finances work, if I understand it, at the beginning of the financial year, there is always a possibility to reallocate. I cannot go further than that without trying to engage the Minister for Finance. As I said, I have put it at the centre of things that have to be sorted out by coping to the political bosses. Our intention in the Ministry is to see whatever we can do, including reallocating whatever we have to these students. For me to stand here and say that this will, therefore, take care of every student outside Kenya would be lie. This is because we are only as good as the finances we have."
