    "content": "Thirdly, regarding the public participation in Buuri, the officer tried to disrupt the public participation. However, our staff from the County Assembly insisted and said that those that wanted to participate to write written memoranda. So, from Buuri Sub-County, we relied heavily on written memoranda because many of the participants shied away from the public participation venues because of the said threats."
