    "content": "Mr. Temporary Deputy Speaker, Sir, we have been talking about bringing services closer to the people. For example, somebody comes from Lamu and he is a District Commissioner in Busia. He will most likely stay there, for one or two years, then he goes away. This is the person who comes there and controls things as if he knows the complexities of the problems in the place. It is fair that by bringing services closer to the people, we also bring the resources through the elected Members of Parliament."
