    "content": "This cannot be gainsaid. I am a member of the CDF Committee. We have been making travels throughout the country and we have seen constituencies in this country where in 45 years of Independence, only two secondary schools have been built. But in six years of CDF, the number went up from two to five. This was an increment of 150 per cent. For me, the CDF is doing a lot of good. It is not enough to just disburse these funds through the CDF framework. I think the role of the Member of Parliament clearly needs to be stated in the utilization of these devolved funds. As far as the public is concerned, all these funds are coming under the ambit of the MP and that needs to be clarified. The role of the MP should be clarified other than just sitting as a bystander."
