It is revolutionary in the sense that it puts a lot of emphasis on control of resources in the hands of our people. The Prime Minister of India, in 1990, was heard to say that if only 20 per cent of the Budget can reach the people of India, he would be a very happy man. The reason was because of the level of corruption in India to the extent that leakages were less than 15 per cent budgetary resources reach the people. So, what was the solution? The solution was to involve Members of Parliament in a supervisory role for the resource management"
