    "content": "at the constituency level. A large number of Indian Members of Parliament in the 1990s was not able to come back because of their inability to manage resources effectively. In the year 2004, I had the opportunity of meeting the retired Speaker of the National Assembly of India. I questioned him on what percentage reached the Indian people and he told me 44 per cent. I do not have the latest information, but I am sure they have improved since then."
