    "content": "Mr. Temporary Deputy Speaker, Sir, I want to congratulate the Deputy Prime and Minister for Finance for a revolutionary Budget. I think we have had 45 annual Budgets since we gained our Independence in 1963, but for people of North Horr, whom I represent in this august House, this is the only Budget that would have meaning for them. It is the only Budget which they can associate with and see tangible gains for them. Today, as they sit under acacia trees in northern Kenya, they will be talking about model schools that they are going to build for their children next year. They will be talking about the only health centre, worth Kshs20 million that they are going to build in North Horr. They will be talking about 20 nurses and 50 teachers that they are"
