    "content": "The most critical thing about the CDF is that it has brought the idea of a representative of the people seeking to identify the community needs from the grassroot. As an elected Member of Parliament, and knowing that the people have the whip, come the next election, the Member of Parliament is best placed to respond to the needs of the community. So, the bureaucrats, be they professionals and so on, who are they accountable to? They are not accountable to the people! We would not agree to lose that innovativeness that the CDF has come up with. We want the weaknesses therein identified and improved."
