    "content": "Mr. Temporary Deputy Speaker, Sir, when it comes to agriculture, I think it is high time we did radical changes. We have seen a country like Malawi which has really done well. It is now self-sufficient and able to export more than it is producing because it took radical changes. We are a signatory to the Maputo Declaration which requires that we should have 10 per cent of our budget going towards agriculture, but unfortunately, our budget for agriculture is far much below. Wanting to be a self-sufficient country agriculturally, we need to increase the funds that we allocate to the Ministry of Agriculture."
