    "content": "and do more than what we have done, corruption in this country must be minimized to a certain level. We need to make sure that all the culprits are either jailed or reprimanded to repay back whatever they have taken. You will agree with me that due to corruption, we have lost a lot of resources which if they were to be invested in our industries and education, we would have very many employment opportunities for our people. However, this is not the case. I may be opposed to the Deputy Prime Minister and Minister of Finance’s proposal to withdraw Four-Wheel drive vehicles from the Ministers. This is just because I know that the new modern technology has proved that the Four-Wheel drive vehicles are consuming less compared to the smaller vehicles like Peugeots, among others, because they use the Electronic Fuel Injection (EFI) system. I have experience in that line. I am requesting that we minimize corruption and leave the vehicles for the Ministers to use. You cannot expect a Minister to move in a saloon car maybe to the rural areas where the roads are in a pathetic state. Allow me to say that this country is heavily taxed. The citizens of this country are heavily taxed. If these taxes are not managed well, then we are going nowhere. Unless these taxes are managed well, we will not develop this country. I will encourage the Ministry to manage the taxes well, supervise and improve the monitoring and evaluation of our projects and things will move well in this country. When it comes to borrowing in this country, I read some information somewhere that every new born in this country has a debt of almost Kshs30,000. So, if every new born is already in a debt of Kshs30,000, then we must start borrowing responsibly and investing whatever we borrow wisely, moreso in infrastructure and not to fund Recurrent Expenditure. Instead we better borrow and spend that money on our development projects. This will ensure that we earn some income rather than spend on recurrent expenses or repay some debts."
