If you check the green book by the Auditor-General for the year 2023, you will find that out of the 47 county executives in Kenya, there is no single county executive that has an unqualified report. However, 41 county executives have qualified reports and six have adverse opinions. In our case, Meru County Executive has qualified audit opinion or audit report."
