    "content": "During our budgeting process, we made a County Fiscal Strategy Paper (CFSP) as touched by the Public Finance Management (PFM) Act, 2012. We submitted to the County Assembly, which then went beyond the timelines that are set by the PFM Act. It went beyond other key considerations that are set by the legal provisions.
