    "content": "The funding for these interventions is to be provided under the respective Ministry’s Votes and will be released through the CDF framework and specific projects under strict guidelines to be developed by the Treasury. In an effort to boost the welfare of disadvantaged groups, micro, small and medium enterprises, I direct the Public Procurement Oversight Authority to make appropriate regulations that will enable these groups to participate effectively in Government tenders. These regulations should ensure that contracts awarded through the CDF and LAFT and other development funds are reserved for tenderers that are located and operate in those regions, except where such local capacities are not available.
