    "content": "I begin by saying that Mr. Kanja is taking office at a very critical moment in the history of our country. He is occupying office at a time when this country has endured the greatest levels of police brutality. Mr. Kanja is coming into office when the National Police Service (NPS) in the eyes of almost every Kenyan, is known for two things. One, brutality, and two, corruption. Yet, in Article 244 of the Constitution, under the functions of the service, I took time to go through that Article.
