    "content": "Mr. Speaker, Sir, we have in the past taken measures and steps to improve the welfare of our senior citizens through our tax system. This time round, I have allocated Kshs200 million as a cash transfer to elderly persons of over 65 and those that are mentally challenged. Modalities for ensuring effective and timely transfer of such funds on a monthly basis will be developed before the end of this year. We recognise that such a programme is not complete without taking into account those physically and mentally challenged in special institutions of learning and care. To this end, I have also allocated Kshs100 million for purchasing specialised equipment and other requirements to meet the needs of these members of our society."
