    "content": "Third, in order to make power available to our homes and industries, I propose to zero-rate VAT on power generators and generating sets. With regard to agriculture, we have witnessed an improvement in wheat production in the country and also a fall in wheat prices in the international markets in the last one year. In order to promote our agricultural sector and protect wheat farmers from cheap imports, I propose to raise the current import duty rate on wheat from 10 per cent or US$50 whichever is higher, to a rate of 25 per cent."
