    "content": "Thank you, Mr. Speaker, Sir. I also rise to support the Statement by Sen. (Prof) Tom Ojienda. Indeed, we must hold the county governments into account for how they spend the revenue that has been raised. I also want to take this opportunity to congratulate all the governors and county governments that made it possible to increase their own source revenue. It is, indeed, high time that we came up with innovative means and mechanisms for raising our own source revenue. I would also want to challenge ourselves as Senators to start defining the empowerment programmes undertaken by various county governments. Mr. Speaker, sir, a lack of this definition has seen all manners of empowerment programmes being employed and leaves many questions about what should be an empowerment programme. I know that for devolution to work, people at mashinani must feel that money and services have been devolved. Most importantly, they want to see sustainable development that will change their lives. That begs the question, if we fail to define two things, one, what is empowerment? Two, what is public participation? We have seen in various county governments, without wanting to name any, where public participation is held, a few members of the public come, and it is deemed to be public participation. They make a decision, which is contested in a court of law and thrown out.
