    "content": "are, what they produce and where they supply. It is time we made sure that Kenyans understand what is happening. In the proposed amendments, they are saying that a generating entity may enter into an energy purchase agreement to sell electrical energy to a licensed entity specified in the Third Schedule. What we are trying to address is that we should get value for our money. We should understand why there are numerous blackouts and hold people accountable. First of all, I congratulate the Mover of this Bill because it is timely. This is the time we should make a very unpopular decision of kicking out cartels. Many people do not understand what we do in the Senate. It is not just about Bills and oversight but also ensuring that we hold people accountable even at the grassroots. When we bring Bills here, it is not that we like debating but because we want to address issues to do with lack of transparency in provision of Government services and in some procurements that we have, particularly with regard to IPPs. That is the reason I am supporting this Bill by Sen. Sifuna. I hope we will have other engagements and robust discussions as a result of what we now call broad-based Government. Mr. Temporary Speaker, Sir, I support this Bill."
