"content": "Mr. Temporary Speaker, Sir, I am happy you attended that session of open governance, one of the issues was legislative openness. We must be open in terms of legislation and implementation by the Executive, going into the future. I would like to say that the Cabinet and Parliament should not allow the opening of PPAs until we agree on some ground rules because I can register my company in Bomet and decide to sell power to KP in dollars or pounds.
