    "content": "Secondly, Clause 23 to 25 of the Bill are addressing the issue of licensing coffee cherry processing plants. Tinderet constituency has over 30 small coffee processing factories. Due to lack of relevant laws farmers go through a lot of problems. This Bill will ensure that county governments play a pivotal role in licensing of coffee factories. More importantly, we need agricultural extension officers to ensure there is quality management."
