The status of the investigation into the mysterious disappearance of the said person, which was reported at Ongata Rongai Police Station under OB 72/28/11/23, and whether the family has been informed of the circumstances surrounding her disappearance and whereabouts; 2. The step that the Ministry has taken to ensure the missing student is expeditiously traced; and, 3. The security measures that the Government has taken to guarantee the safety of all students and school-going children in order to protect them from potential incidences. Hon. Temporary Speaker, on 28th November, one Frenda Chepng’eno, a student at Catholic University of East Africa, was reported missing vide the OB number that I had stated at Ongata Rongai Police Station. A circulation of the missing person to all police station in Kenya was made via Ongata Rongai Police Station signal. Preliminary investigation revealed that on 22nd November 2023, Frenda Chepng’eno and her friend Yvonne Wambui went to Legend Club within Ongata Rongai Township. They were in the company of their respective boyfriends, Mr. George Osawe and Edwin. They took drinks up to around 2.00 a.m. before Frenda left with George to his residence at Laiser Hills. Likewise, Yvonne accompanied Edwin to his residence. Frenda left her boyfriend's residence the following day at around 8.00 a.m. for an interview at Siron Hotel within Rongai. She never attended the alleged interview and has never been seen since then. An analysis of her call data and International Mobile Equipment Identity (IMEI) history revealed that on 23rd November same year, at around 6.00 p.m., a different mobile line was activated in Frenda’s handset, and deactivated on 26th November around 7.00 a.m. The owner of the said phone number, Mr. Paul Momanyi, was arrested at Quarry area within Ongata Rongai Township and interrogated. He agreed to having used the mobile phone make Samsung A13 on the above dates. The description of the said phone fitted the one belonging to the missing Frenda. Mr. Paul Momanyi stated that the said mobile phone had been brought to him on 23rd November at around 9.00 a.m. by Mr Cyrus Ongeri, a boda rider and a friend, as security for a loan of Ksh1,200. Mr. Momanyi inserted his SIM card into the cell phone and used it up to 26th November when Cyrus Ongeri paid back his money. From the above findings, Cyrus Ongeri became the person of interest in this matter. All efforts to trace him have been on course and still being made by the time of writing this Statement. The investigating officers are in constant liaison with the Criminal Research and Intelligence Bureau personnel from the DCI Headquarters, for phone data analysis and any technical assistance. The Government has taken the following measures to ensure the security of all students and school-going children: 1. The stakeholders' engagement with learning institutions on enhancing security of students. 2. Carrying out security sensitisation and awareness to students in learning institutions. 3. Carrying out constant patrol to deter and control criminal activities. 4. Enhancing gathering of intelligence to enhance apprehension and prosecution of criminals. 5. Arresting and prosecution of persons who have established bars and illicit brew dens close to learning institutions, which are hideouts for criminals in some instances. 6. Parents and guardians are urged to escort young learners to and from school to ensure their safety. Thank you, Hon. Temporary Speaker.
