    "content": "It is also true as the hon. Member has put it, that the salaries of the employees of the CDA have not been reviewed for quite some time. However, it is not just the CDA, but all the six regional development authorities. Although the mandate to review staff salaries belongs to the Board, I would like to attribute this to the little funding that the Treasury allocates the regional development authorities and because of that, some authorities have been forced to retrench staff or scale down their salaries. That has made some of those employees seek green pastures elsewhere."
