If, since 1986, the Government has actively said that it does not support capital punishment, then why wait for the Constitution to be amended? To remove the death sentence does not need an amendment to the Constitution. You only need to introduce a miscellaneous amendments Bill to amend the Penal Code to remove the death sentence. That is all! Why has this not been done?"
