    "content": "Mr. Deputy Speaker, Sir, given that the Government does not support the death sentence, and there are over 3,000 prisoners now on death row who cannot, for example, engage in normal prison work because they are facing death sentence, why has the Government not considered commuting these sentences to lesser sentences? These prisoners can undertake useful work while we wait to amend the law and abolish death penalty. We cannot have a situation of over 3,000 prisoners on death row when the power to commute the sentences lies with the Executive!"
