    "content": "Mr. Deputy Speaker, Sir, it is not about shifting blame. It is about consensus and good working relationship with Members of Parliament. That is why we are even willing to call for a Kamukunji so that we can look at how we can complement each other. It is very important to do so. About the confusion, I want to assure this House that for the last one year, we have worked overnight. That is why you can see there is a lot of activity taking place. In the last ten years, there were no Questions being raised in this House because there were no activities in the Ministry of Water and Irrigation. Today, you can see Members are very ready to ask Questions related to water. Members are also ready to support the Ministry. Even the Government itself is committed to financing the Ministry of Water and Irrigation. Therefore, we expect changes. These changes cannot be achieved by the Ministry alone but with the support of this House."
