Speaker, I rise to ask the Cabinet Secretary why we cannot revert to the old model because the variables considered in this banding are quite misleading. Asking about a parent’s salary and categorising a student based on that salary is being superfluous. Someone may be earning Kshs100,000 monthly salary but he may be having fewer responsibilities than someone earning a different amount. Why should we place a student based on his parent’s salary or income without considering the responsibilities borne by that parent?"
