    "content": "need help accessing these services through the 57 Huduma Kenya Cyber Cafes in all our Huduma centres. This has supported the access to public services to the digitally disadvantaged, Persons with Disabilities (PWDs), the elderly and any other Kenyan that requires support to access Government e-services. MDAs have since trained the Tana River Centre Cyber Cafe staff to offer end-to-end online services. Mr. Speaker, Sir, regarding devolution of services as this is important since it is one of the key core functions of this House, the recently launched Kenya Vision 2030 Medium Term Plan (MTP) IV envisages the setup of Huduma Digital Centres in the 290 constituencies. To actualize this, Huduma Kenya has partnered with the Members of the National Assembly through a co-funding model where Members use their National Government Constituency Development Fund (NG-CDF) for the construction of the centres. Huduma Kenya Secretariat operationalizes the centres by branding, providing Information, Communication and Technology (ICT) infrastructure, furniture, deploying services and management of the day-to-day operations of the Huduma centre. It is a well-known fact that recently, the High Court gave some decision regarding the NG-CDF about its continued existence in light of constitutional provisions relating to devolution and other aspects on separation of powers. Huduma Kenya has operationalized four Huduma centres, which are Marimanti, Mara and Kathwana in Tharaka-Nithi County and Gatundu North. In the financial year 2004/2005, it is planning to operationalize seven Huduma centres in the following constituencies: Runyenjes, Molo, Malindi, Kaloleni, Ganze, Maua and Ikolomani. The following Members of Parliament have also commenced the process of establishing Huduma centres in their respective constituencies, namely; Sotik, Lafey, Mandera South, Dadaab, Kinango, Kapenguria, Soi, Mathare, Funyula, Teso South, Bura, Rabai, Kitui East, Embakasi, Central, Tetu, Kipipiri, Likuyani and Kajiado South. Huduma Kenya handles Government customer queries through the Huduma Contact Centre, which provides tele-counselling services on a 24-hour global customer support available through a single dialling prefix 1919 . Huduma Kenya on a schedule basis holds Huduma Mashinani outreach programmes. It extends services to remote and far-flung areas, improving access for citizens with limited resources. On the final question with regard to plans to renovate the Hola Huduma Centre, which is in a dilapidated state as well as upgrade its services in the financial year 2023/2024, Huduma Centre, Tana River Hola had undertook routine maintenance, which included tile repairs for the entire centre. Mr. Speaker, Sir, we have annexed a photograph showing how the centre looked like before the repairs were undertaken and how it looks like currently. Further, the following equipment was installed at the centre to enhance security; a walk-through scanning machine, CCTV security cameras and a control room, biometric access control system and an alarm system. We have annexed photographs showing all that infrastructure that was installed.
