"content": "(Hon. Muturi): Thank you, Mr. Speaker, Sir. I still thank Sen. Mungatana for raising the issues he has raised in his supplementary questions. First, I confirm that I am ready to pay a visit to Hola on a priority basis in order to see for myself what hon. Mungatana has raised. However, the issue of the fence and where the centre is near a road, is well known to both the Ministry and Huduma Kenya. Fencing needs to be done. I have attached photographs showing the percentage of what has not been done. I believe Sen. Mungatana and I can sit down and agree on the percentages. Mr. Speaker, Sir, what is important is that Huduma Kenya's plans include building the fence and rebranding. Unfortunately, as is well known to this House and indeed to many Kenyans, development money in the Ministry was removed 100 per cent in light of the country's austerity measures. For that reason, in my answer, I said that we are planning to request budgetary support. We cannot say how much money is needed because our Ministry has a zero- development budget for the functioning of Huduma centres. I am informed that the intermittent nature of the Hola Centre's water supply sometimes affects water availability. Huduma Kenya is willing to handle it as long as we get budgetary provisions. Indeed, as raised by Sen. Mungatana, it will be a sad occasion for the citizens to go for services and they have no places where they can go to relieve themselves and also provision of water. The model we are adopting is one that provides convenience to citizens when they go for services at our Huduma centres. Unfortunately, the Public Service Commission (PSC) handled the issue of interns, though it fell at the policy level within the Ministry. I am sure the House fully appreciates that under Article 233, the commission functions are provided for in Article 234. This commission is the one that began the internship programme. They have given me information that they advertise for everybody in the country to apply and then deploy. Deployment is in the business of various ministries, departments and agencies.
