    "content": "(Hon. Muturi): Mr. Speaker, Sir, it is not our Ministry that is responsible for the issuance of all manner of cards. I know a card that I was also in the past issued with, but which is of no use currently, because there has been, as we all know, public knowledge that there has been a lot of litigation around the issue of that unique number, unique identifier, variously known as either the Maisha card, Maisha number or the Huduma number. It is the same thing. What I have learned recently is that the litigation has now come to an end and the Ministry concerned is now rolling out. There was a question raised by Sen. Hamida Kibwana, I believe. Yes, I have appeared before her in another committee. The issue of motivation of the staff, you know, serving in various Huduma centres is a matter that has been considered. Indeed, I want to announce to the House and to the country that Huduma Kenya does give them some additional stipend over and above what they receive as their monthly emolument to motivate them. It is important that the staff we have at the Huduma centres become highly motivated because if they are not motivated, the services they will give to Kenyans will not be appreciated. I also would like to announce to the House that sometimes the issues we do suffer, sometimes they are just normal issues, which I believe even within Parliament do happen, issues of internet downtime. They are handled outside of the purview of the Ministry and, indeed, even in the purview of the Huduma Kenya Secretariat. It is not unique to Huduma Kenya centres. Sometimes we do have downtime of the Internet and things like those, but it happens all over. It is resolved and the services continue. As I said, we do give some stipends to motivate our staff. Just to announce to this House, until early this year when there were a few issues that happened, the customer satisfaction rate for our Huduma Kenya centres stood at 95 per cent; quite a high one. However, because of the issues that I am sure we are all aware of, the customer satisfaction rate dropped a bit to 78 per cent. However, we are up and running through motivating our staff to rise again to that level of beyond 95 per cent. The question asked by the hon. Sen. Beatrice Akinyi about challenges in other public sectors, was not quite clear, because it was not specific to which sector.
