    "content": "legislation that is going to make the process of land allocation more accountable, so that there are clear procedures. As we speak now, there are no clear procedures for alienation of Government land. There are only two people in the Republic who have the powers to alienate Government land; namely, the President and the Commissioner of Lands. I must say that under the Presidency of President Mwai Kibaki, I have not seen the kind of allocations that were done directly from that Office, as was the practice in the past. In fact, regarding the allocation of land to Matt International, the President had nothing to do with it. But it was a conspiracy between the local leadership and some people who saw that, that was a sweetheart deal for them. However, the answer is having a process of land allocation that is accountable; that, this House can interrogate the same way that this House has made it difficult to give out forest land. Any excision of forest land must be tabled in the House. In a similar version, I would want to see some legislation that requires us, in regard to urban land of certain acreage, to place on record in this House, not for debate, but to bring it to the notice of the House that we intend to make certain allocations, so that the process is accountable."
