    "content": " Thank you, Hon. Deputy Speaker. First, let me recognise and thank the team of lawyers who did this matter pro bono ; that is, Hon. Chepkong’a, Hon. Murugara, Hon. Kaluma, Hon. Mutuse, Hon. Muriu, Hon. Makali, Hon. Osoro, Hon. Mogaka and myself. Hon. Deputy Speaker, we have no doubt as a team that the decision rendered by the High Court is wrong on very many fronts. It is wrong on the role of the Members of Parliament in NG-CDF; it is wrong on the role and term of the fund account managers who are not in any way connected to Members of Parliament and it is wrong on following the obiter dictum by the Supreme Court, when the Supreme Court rendered an opinion on an Act that had since been repealed and, therefore, is not binding. For the avoidance of doubt, we have already agreed that we will appeal that decision.
