    "content": "Mr. Deputy Speaker, Sir, this Motion is informed by very many factors. First of all, is the fact that this Motion is legal and correct as stated in our Constitution. Parliament, as we know and as I have said in this Motion, represents the aspirations of the country. Pursuant to Section 30 of the Constitution, Parliament of Kenya consists of the President and the National Assembly. Pursuant to Section 31 of the Constitution, National Assembly consists of elected and nominated Members who are currently 210 and 12, respectfully. Every five years, the people of Kenya are confronted by a general election and they elect Members of Parliament to this House in order to represent their aspirations, the fears and the hopes that this country has. Nobody is trained to be a Member of Parliament. All of us come from different backgrounds, seek for elections, and come to this House in order to represent our people. For that matter, when Members of Parliament are sworn in, there has never been any session given to them apart from giving sessions that allow them to understand the Standing Orders."
