    "content": "We need the clock. There is nothing more than that we need! The rest of it is to seek for comfort. Why do you seek for comfort when the majority of the people in this country are not comfortable? Who are you, one hon. Member, to seek five star hotels when your own constituents do not have a possibility to get those things that you aspire for? We need to be humble. That is the only way we can unite the country! Arrogance and thinking big will not help us. The country belongs to all of us; the country has unique challenges; the country is crying for leadership and reconciliation; the House is polarized; you bring a matter regarding a region and nobody seems to understand. There is no budget factored in. Madam Temporary Deputy Speaker, what happens during elections? We all go back to our tribal cocoons in order to seek leadership again. After that, five years down the road, we then go back to the same cycle! Can we not be the Parliament that has reformed this country? Can we not be the Parliament that has brought a new constitutional order that we have been yearning for, for many years? Madam Temporary Deputy Speaker, I think this is achievable because it is given in our laws. The Constitution is very clear under Section 58(1). We have it here! Why can we not ask the President: “Mr. President, please, the next session of Parliament, we want to have a session in Wajir or Mandera or Ijara or Garissa?” We can even begin with the provincial headquarters. We can even begin with the Committees of Parliament! Why must a Committee of Parliament, when just writing its report, fly to Mombasa and then go to the Indian Ocean there and look for comfort? There are many places in Coast Province, if you must go there. Why can they not go to Garsen, hon. Mungatana’s Constituency, and appreciate the problems there?"
