    "content": "requirement of an international agency for us to operate as a country with sports facilities. We must be very careful how we treat ADAK. Therefore, I am very sure about that. For the Kenya Academy of Sports, though it may be possible that there might be a conversation between that and Sports Kenya, I am not aware at the moment that, that has progressed beyond just basic proposals. The issue we have a problem with is having a very important grassroots agency with zero money. It is unbelievable that, at the moment, we do not even have money to pay their salaries, let alone to carry out any project. For that reason, I will continue. We have had this conversation with the National Treasury, and I want the support of the Committee and the House. I want the National Assembly to make sure that those resources are reinstated to run those very important agencies. As I said, unfortunately, a Ministry like this and others I know that deal directly with human development are rarely supported with the resources that they have. Luckily, the Sports Fund has been able to support activities that various sports agencies are doing. However, we need to ask ourselves some questions in terms of development. Unfortunately, the Sports Fund cannot pay for salaries and emoluments, for it is not allowed to be used to pay for salaries and emoluments of agencies. So, we are now in a situation where we are asking ourselves why we could have an agency with zero money. I plead on behalf of those agencies that we get your support. We have already had this conversation with the National Treasury, and I believe that when the proposal comes here for supplementary, it will be restored. The Hon. Leader of the Majority Party has asked a very important question, and it is a problem that we are grappling with as a Ministry. Once you hand over those facilities to county governments, what happens if they are not maintained? First, that is why I said there has to be a conversation with the Council of Governors."
