    "content": "that on a request of Ksh300 million budget per year - a meagre Ksh300 million - we only got Ksh20 million. That sector requires proper support. We are determined to make sure that the Anti-Doping Agency of Kenya (ADAK) works very hard to eradicate doping in our country, because it is going to be the black spot and actually, a threat to commercialisation of sports. Hon. Speaker, to deal with the doping issue, we have now made it mandatory to register all sports people so that we can know where they are, and we can track them at the training facilities. There is an ongoing investigation of some foreigners who come to our country in the name of training and are perpetuating matters of doping. There is one that happened in one of the counties that is known for athletics. I do not want to say this further because the Directorate of Criminal Investigations (DCI) is currently dealing with those foreigners. So, we will get to the bottom of this matter, in as far as doping is concerned. Regarding corruption, I will do everything possible within my vicinity to deal with it. Unfortunately, this is a disease that is permeating all the sectors of the country. However, in as far as sports is concerned, we will make sure that the processes are as transparent as possible. In selection of players, financing of teams and delivery of the projects, we will make sure that corruption is eradicated from those areas. However, this is a collective responsibility of the society. We must deal with that menace head on. On the issue of Hon. Wandeto, when I was reading the Statement, I saw him consulting with another Member. He did not listen to the entire Statement, unless I repeat it again. Once he heard me say ‘75 per cent completion’, I could see he was worked up, which is a good thing because it means that, that stadium is very important to you and to your county. The truth of the matter is that the original stadium was only supposed to have 2,000 seating capacity. It was also not supposed to have a roof. What you saw is 75 per cent of what was supposed to be delivered but, as I read in the Statement, we are going to deliver the same project, but now with 10,000 seating capacity and a proper running track. As I read also in the Statement, we cancelled the original contract. We will re-advertise it afresh. Nyeri is one of the most important areas for training in athletics. In the larger Mount Kenya region, Nyeri and Nanyuki play an extremely important role in training of our athletes. Eventually, we will also have to think of what to do in Nanyuki, especially in Laikipia, in terms of establishing proper high-altitude training facilities for our sportsmen. We will deliver that and I promise that before the end of the year, we should advertise afresh and do a new contract for that area. To Hon. Omboko Milemba, it is true that the Bukhungu Stadium contractor is practically by classical legal definition on site but physically, he is not. In contractual technical terms, he is in charge of the site. Let us put it that way. But he may not be progressing as he should because we need to agree on a few issues, including financial ones. We will make sure that we support the contractor to complete the part of the stadium that was taken over by the national Government. Part of it had already been done by the County Government. There are legal consultations and issues that we need to sort out between us and the County Government. On Vihiga County, the stadia that I read out are not all the stadia in the country. Some were completed a long time ago, like Embu, while some are done by county governments. If you do not see me reading stadia in Vihiga or others, there are some programmes that are being done by county governments in that region. Others are flagship projects. That is why in your neighbourhood, Bukhungu Stadium is being taken care of. In Vihiga, Joe Kadenge Sports Academy is part of the 30 sports academies that are going to be constructed. Tenders have been advertised already. You also asked why we have athletes called Kipketer, Yavi and others running for other countries, and why we are losing our best athletes to go and run for other countries. The choice of a person in taking the citizenship of and running for another country is not peculiar to Kenya. The recent shotput record holder is a Nigerian who is a German citizen. All over the world, people are running for different countries.
