"content": "Madam Temporary Deputy Speaker, finally, even the regional governments we are talking about cannot visit everybody. This is because I do not see us having parliamentary sessions in the 210 constituencies. It will just be chaos. Even if we have them, there are still sections of those constituencies which cannot be accessed. For example, in order for me to move to every corner of my constituency, I need one year, because of the geography of that region. There is no single day that all Kenyans will access or see Members of Parliament. Let us have a new Constitution, which will come up with a devolved system of Government. We will also have regional parliaments in the new Constitution, but the national Parliament should remain one. It should sit and articulate national issues from Nairobi."
