    "content": "elsewhere. It will also provide retirement benefits that are competitive and increased with the performance of the economy. Unemployment is painful at all ages, but between 50 and 60 years, it is more painful than between 20 and 30 years, depending on the number of dependants a jobless person may have. The Members are aware that the Government employs the youth in direct entry- level jobs for teachers, in the military and in the various disciplined services, Ministries and Departments. Entry level jobs attract the youth below the age of 29 years. This policy will not change. Job creation, however, is directly related to the Gross National Investment. The Vision 2030 projects and the average employment will grow at 2.8 per cent with job creation expected to reach 740,000 per annum by the year 2012. That may only be achieved if the Gross National Savings rise to 26 per cent by 2012 and to 31 per cent by 2030. The proposed pension programme is a major savings vehicle in our economy and will greatly help the national savings target, particularly if more employers in the country establish such pension programmes. Members are also aware of the Kazi Kwa Vijana Programme, which is currently being implemented. The Government is giving a comprehensive approach to employment creation and will not just be counting on the Civil Service as an employment service."
