    "content": "i, it is an indictment to all of us in this House. It is not to the Government alone. All of us, most likely, would be guilty of what the hon. Member has said. Secondly, the best assurance for the youth of this country is through the increase of the Gross National Savings and investments that will employ all Kenyans at all ages throughout the economy and throughout the growth period. So, it is not the old attitude that will help us regarding the Government as an employment service. We would like the Government to be a service delivery agent, through which, as a result of efficiency and effectiveness, we will expand the economy and employ everybody."
