    "content": "Hon. Speaker, I rise to give a Statement which was requested by Hon. Tandaza, the Member of Parliament for Matuga, on 8th August 2024 on compensation of residents who were affected by the construction of the Dongo-Kundu Bypass Road. Hon. Tandaza had requested for the following: 1. A comprehensive report on the number of persons whose land was acquired for construction of the bypass, the number of persons already compensated, and the status of the compensation of the remaining beneficiaries. 2. Reasons for the delay and the timelines for remittance of compensation to the remaining beneficiaries noting that the road is already in use. The Committee received a written response from the Ministry of Roads, Transport and Public Works on 8th September 2024, which I now wish to make. Regarding the number of persons whose land was acquired for construction of the bypass, the number already compensated, and the status of compensation of the remaining beneficiaries, the Ministry submitted that the project is located in three counties, that is, Kilifi, Mombasa, Kwale, and the implementation is in phases or packages as follows: 1. Package 1 - Miritini Junction-Mwache Junction-Kipevu Section, which is about 10.3 kilometres. 2. Package 2 - Mwache Junction-Tsunza-Mteza Section, which is about 8.9 kilometres. 3. Package 3 - Mteza-Kibundani Section, which is about 6.8 kilometres. In regard to the status of land compensation, the National Land Commission (NLC) submitted the compensation schedule for the Project Affected Persons (PAPs) to the Kenya National Highways Authority (KeNHA), as follows: 1. MPAD Package 1 amounting to Ksh2.5 billion. 2. MPAD Package 2 amounting to Ksh271 million. 3. MPAD Package 3 amounting to Ksh537 million. Regarding the status of the disbursements to date, the following has occurred: 1. The amount disbursed to the NLC for MPAD Package 1 is about Ksh2.1 billion, and the amount yet to be disbursed is about Ksh441 million. 2. The amount disbursed to the NLC for MPAD Package 2 is Ksh215 million, and the amount yet to be disbursed for that package is about Ksh56 million. 3. The amount disbursed to the NLC for MPAD Package 3 is Ksh473.4 million, and the amount yet to be disbursed for that package is about Ksh39.6 million.
