    "content": " Thank you, Hon. Member. I understand you, but I just wish to inform you on the reason I actually moved the Treaty Making and Ratification Act. Without this Act, you would not be debating. The Bill itself actually enables Parliament to debate the treaties. The way treaties are made or negotiated is in a way that we can only make reservations; we cannot amend. I am saying that because I have heard other Members saying that before. If you understand it from an international law perspective, we cannot amend treaties; not in a Parliament. You can only make reservations. You cannot amend."
